Democrats Lucky to Have Speaker Pelosi

Speaker Nancy Pelosi has led through difficult times, balancing political realities with what is best for the country. She has certainly come across often as the adult in the room of Congressional leaders and the Administration. Despite representing a very liberal district, she has operated from a very pragmatic point of view. She has charted an aggressive course of action while working to keep her caucus in the majority, knowing if they lose the majority everything accomplished would be destroyed.

There are those that lump both Houses as making up the do nothing Congress. The facts clearly document that she and her caucus have actually been very responsive to the needs of the American people. Through her leadership and the hard work of her committee chairs and the Caucus, over 400 bills, many key ones, like safeguarding our elections and with huge public support, have passed the House and been sent to the Senate. From there, Republican Majority Leader McConnell makes sure the House legislation goes nowhere and that very few originating bills come out of the Senate for the House to work.

Her first major challenge was dealing with President Trump and the decision of Impeachment. Early on, she clearly wanted the Fall 2020 election to determine if the issues surrounding the President merited impeachment. I believe Speaker Pelosi thought delaying was both best for the United States as well as her Democratic Caucus. But when the Ukraine scandal more clearly brought to light impeachable offenses and the public tide shifted towards holding hearings, she quickly assigned her Judiciary and Intelligence committees to hold hearings. She managed the process effectively and amazingly kept her troops together (albeit, there was one defector), to pass the impeachment of the President and send the indictment to the United States Senate.

Her role in the government’s response to the Coronavirus again showed her leadership skills and capacity both to challenge and to work with this Administration. Speaker Pelosi worked one-on-one with Treasury Secretary Mnuchin to develop packages that address the nation’s needs as well as secure the support of the Administration and the votes needed in the Senate. While not perfect, these relief efforts have been made significantly better through the help of Speaker Pelosi and other Congressional Democrats.

The first day of the 116th Congress, Nancy Pelosi was once again elected Speaker of the House on January 3rd, 2019.

What makes her accomplishments even more interesting is that, after the 2018 Congressional elections and winning the majority, many members of the Democratic Caucus worked hard to deny Pelosi the Speakership. Yet, she not only won, but today is almost without exception solidly backed by the entire caucus. This is not an easy thing to accomplish. But the amount of respect she has garnered among her colleagues over the years and her experienced leadership have clearly made her the right person for the job, at the right time.

Given the challenges of dealing with a President like Trump and a Majority Leader like McConnell, Speaker Pelosi has done amazing things. History will place her in the short list of Speakers who have really stood out with common sense, political savvy, and success. She has impacted Washington action in a positive way for the best interests of our country.

I am currently reading the new book “Pelosi,” by Molly Ball. I haven’t finished it yet, but I’ve already learned about so many fascinating, character-building experiences she’s had in her decades of public service. She has always been a smart, tough leader. And she's paved the way for so many other outstanding female leaders, who will help guide us into the future. I’m looking forward to learning more about her brilliant career as I finish reading this insightful new book.

Lessons from Coronavirus: Federal Failures

When we experience a challenge or crisis—like we’re seeing with the COVID-19 pandemic—it reveals what we’re made of. This comes with a recognition that previous actions and decisions have consequences, and they ultimately lead us to the norms, systems, and structures we currently have in place. Unfortunately, we cannot change the past events that have led us to this disastrous point with the Coronavirus crisis, but we can most definitely learn from these events in ways that better prepare us for the future. There are many aspects to cover and many things to learn, and I plan to continue exploring other lessons throughout the crisis and further down the road on my blog. But I want to start with the area that is perhaps the most glaring vulnerability that has been exposed by this crisis: the failure of federal leadership to respond to and address the immediate public health risk that all Americans now face.

Here are some of the governance lessons that stand out to me from the federal level:

First, it’s clear that, with something as big and complex as the current crisis, there is not and can not be just one Federal level agency with the budget or capacity to fully deliver. Over four years ago, President Obama recognized this and put in place a coordinating mechanism that could reach across agency lines to better assure that the response to a major crisis would have the best chance of success. President Trump abolished the Obama-created White House National Security Council Directorate for Global Health Security and Biodefense, consistent with his philosophy of small government being best. In my opinion, that was a short-sighted decision and the current crisis is clear evidence there are challenges where every resource of the Federal government needs to be brought together in a coordinated way to be the most effective.

Second, if a small government approach is the path a President takes, it becomes even more important to have better coordinating and operating systems in place. In any crisis affecting multiple states, there will always be some resources and involvement from the Federal government. For example, the Department of Defense resources for working with state and local governments to deal with the health crisis should always be an option. And, in terms of engagement with the private sector, it should be done in a coordinated, mission-oriented fashion, rather than the “everyone for themselves” approach we’re currently seeing. The private sector has expertise and a huge capacity for innovation and production, but this needs to be leveraged more effectively—which requires strong leadership making specific directives and implementing smart, strategic policies.

With this pandemic, we were simply not prepared. The Federal government was not ready to deal with the challenge and certainly had no coordinated system worked out with state and local government. The fact that our government and infrastructure at the national level and in many states was so woefully under-prepared to deal with this pandemic is linked to successful right-wing moves at all levels of government and across many areas, like health care, the social safety net, and more. They have been able to cut necessary programs at every opportunity, without thinking about the real results including loss of lives.

The other clear lesson in this crisis is that choices made in selecting leadership across all levels of government can and does make a huge difference in the capacity of government to respond with clear, accurate information and decisive action. In making appointments, President Trump emphasized family, business, and political connections much more than whether the person had the capacity to deliver. And, perhaps worst of all, those folks are now in positions where they can effectively shut out or, worse yet, actively ignore or deny the advice of the scientists and experts we do have within our government.

And, when it comes to leadership at the very top—from the President himself—it pains me to see just how far we've fallen from President Truman's "the buck stops here," to President Trump's "I don't take responsibility at all" stance. Deflecting any blame and trying to rewrite the history of his administration's response is a sign of weakness, not strength, in a time of crisis. And it's certainly not the way to actually solve problems or gain trust and credibility with the American people.

Hopefully, out of this crisis, we learn something. Government should be at the size and quality to serve the legitimate needs of the public. Whether that be Federal dominated or heavily led by the states, the response to a crisis like Coronavirus must be well-planned in advance, with the correct systems in place, and the leadership needed to carry out the mission.

I’ll have more “Lessons from Coronavirus” in the coming weeks, including some positive notes on the leadership we’re seeing across our state and country, so I hope you’ll continue to follow along. And keep in mind as we go through these difficult days and weeks: There is always more we can learn. These challenging times will require all the dialogue and lessons we can possibly generate in order to help us all emerge from this crisis stronger. It’s something we can all contribute to and participate in; whether it’s changes to large, complex systems or in our everyday activities, we can always improve, and creativity will be key. Good ideas and leadership can come from anyone, anywhere, at any time. Remember: Challenges simply reveal what we’re made of.

Wearing his campaign hat, President Trump visited CDC Headquarters on March 6th. It was the day he promised that, "everyone who needs a test gets a test...they have the tests and the tests are beautiful." With a group of experts standing behind him, he utilized his press conference to talk at length about his own intelligence and how much he understands about science and public health. As several states were reporting their first cases, including Kansas the day after this visit, he also utilized the opportunity to spread misinformation about the virus being "under control" and mischaracterizing the timeline for possible vaccines and treatments. He then took to attacking the media and smearing Governors of the opposing party, calling Gov. Jay Inslee, "a snake" and telling Vice President Pence not to be complimentary of him. And, of course, when asked about taking in Americans from the Grand Princess cruise ship, he explained that he'd rather not because, "I like the numbers being where they are." All of this happened at a time when Americans desperately needed correct, clear communication about the spread of COVID-19 and the enormous challenges facing all of us.

Best and Worst from the 2010s

Looking back over the last ten years and my eighth decade of life, I am sharing what stands out for me both in good ways and bad:

On the good side:

I had the pleasure of finishing ten years as Archivist of the United States and played a role in making sure we all understand that it is not just for history that we have records, but to protect citizens’ entitlements (Veterans, for example). And maybe, most importantly given the times we are in, conveying the importance of records as essential in holding the government accountable.
My engagement with the Staley School of Leadership Studies at Kansas State University for the entire decade has grown my confidence in the potential of our younger population, giving me hope for the future.

Kansas City Royals won the World Series for the first time since 1985, K-State won Big 12 championships in both football and basketball. Yes, KU won the other nine in basketball, but offsetting that, K-State was 10-0 competing against KU in football.
Kansas State University closed the decade by making really good decisions and hires that will, I believe, have significant positive impact for the coming decade.

On the bad side:

Having to endure eight Brownback years (and all the mistakes that will haunt Kansans for many years) really makes a much more difficult path to the future for both the Governor and Legislators.
The election of Donald Trump as President in 2016. A man with little or no respect for the law, little or no understanding of how our government functions, and little or no appreciation of the huge challenges (e.g., climate change) we face that, if not addressed, will do damage of unbelievable portions.
Having Moscow Mitch (Republican Senator from Kentucky) in a position to stop almost every important piece of legislation through the entire decade, even those that had overwhelming public support. In addition, his handling of the courts and judges has set several damaging precedents for the future.
Almost 100% of Scientists with a climate background have issued serious warnings throughout the decade and there has been little or no action in response.
The national failure to make any progress on immigration reform, funding of infrastructure needs, dealing with gun violence, addressing climate change, as well as the increasing National debt. This represents the utmost failure of our leadership in Washington D.C.

Here’s to a new year and decade with the hope that progress can and will be made.

Thanksgiving 2019

As these years go by faster and faster, it is hard to believe that Thanksgiving is coming again so soon. Seems like just yesterday that I wrote and posted for Thanksgiving 2018. In these troubling times, being positive and thankful requires a focus on the upside to get beyond the serious challenges we face. In this blog, I am highlighting some of what stands out for me as a positive during the past 12 months.

At the national level, I am thankful for the civil service men and women who are demonstrating their loyalty to the Constitution, for all the women and men serving in harm’s way protecting us from enemies seen and unseen, and for hopefully only one more year or less of the Trump Administration.

At the state level, I am thankful for the leadership of Governor Kelly and her administration, particularly for providing the direction and taking initial steps for Kansas to begin addressing our economic challenges and creating a strategy for future growth. Hopefully, that will include the successful engagement of the bi-partisan support necessary for short and long-term success.

Here at Kansas State University, I am thankful for Coach Klieman’s bringing more football success than one had any right to expect. There have been several key hires in Anderson Hall who give me high confidence that K-State’s enrollment and finance issues will be addressed. The Staley School of Leadership Studies continues to grow and do amazing things with students, who give me real hope that they are ready to step up and provide real leadership to tackle some of the seemingly impossible problems we face.

Family-wise, this year leaves much to be thankful for: Lynn and I had a 24-day cruise connecting with many countries in Europe that was great and next week my immediate family will be together in Washington D.C. My sister and brother-in-law are missed but certainly not forgotten and great memories appear quite frequently.

And to close, personally, I am thankful that heading towards 80 has been pretty good, that my five years with the blog has brought more attention to important issues and some very positive responses thanks to you all. And, maybe most important, that on a couple of very recent, very cold mornings at 5:30 a.m. that I was making coffee and not heading to the barn to milk the cows.

The Surge in Youth Voting Must Continue

The good news is that college voter participation is growing significantly. In a recent New York Times article, they shared that college voter “turnout in the 2018 midterms—40.3 percent of 10 million students tracked by Tufts University’s Institute for Democracy & Higher Education—was more than double the rate in the 2014 midterms, easily exceeding an already robust increase in national turnout.”

The bad news is that many Republican lawmakers all across the country are doing everything possible to not just stop this trend but to turn it around and not with a persuasive argument but through voter suppression. Intentionally making voting more difficult should not be a surprise, as we have long experienced issues like limited voting places in key areas to create long lines and wait time that can discourage voters. These strategies are all designed to help elect Republicans who struggle to appeal to a broad cross section of the electorate. Apparently, for at least some Republican lawmakers, making it more difficult for some voters to practice their right, just makes common sense if it will help them get re-elected or pass special interest legislation that Republicans support.

In general, today’s state action driven by Republicans to reduce student voting focuses on reducing and in some cases eliminating early voting sites, adding various voter ID requirements and restrictions, making use of student ID cards as difficult as possible, and on election day, not having any voting opportunities on campus. Some would say that this behavior is just politics and everyone does it. Aside from this being untrue, it is certainly not the American way to limit voter participation after all the years of work to get the vote for women and eliminate many restrictions designed to limit certain folks from voting.

We’ve been through voter challenges in Kansas with the reign of Secretary of State Kris Kobach and his agenda of voter suppression. Hid under the guise of detecting election fraud, he did everything he could to limit certain populations from voting, voters that he concluded would vote the wrong way. This in particular included students. At the height of his voter ID law, during the 2014 elections, I recall visiting with students here in Manhattan who did not have the required documents with them at college, such as a birth certificate, which was required in order to fully register and participate in Kansas elections. Many of these restrictions have since been paused or struck down in court, which has allowed for the full registration process to be completed online. And, after years of Kobach’s efforts, there was very little if any evidence of election fraud found. Almost all of his examples were new residents of Kansas that were not always aware of our different policies. Now he is running as a candidate for the United States Senate, and given his track record, I would expect him to, if elected, continue his cause and at the same time show no concern about Russian interference or the serious election infrastructure and security issues that need to be addressed in our national elections.

Kobach’s replacement as Secretary of State, also a Republican I must add, appears so far to want to increase voter participation, which I commend. Riley County, Kansas has a very professional County Clerk, who happens to be a Republican, running elections who is outstanding in his efforts toward encouraging voting. There are good examples at the local level of folks taking access to the vote seriously, and working to promote it among people no matter their background or political stripes. And, with the courts striking down many of Kobach's restrictions, access to the vote has improved in Kansas, and so has youth participation. All of this is cause for optimism, and I sincerely hope these trends can continue.

Surely this should transcend partisanship; more people involved in our electoral process is a very good thing for our system of government, especially at a time when the values and ideals of democracy are being tested at home and around the world.

If we give a damn about the future and the challenges we face like climate change, we will work hard to stop voter suppression policies and open up more access to the vote, not less. We desperately need young people’s participation in elections to bring a more balanced look at what needs to be done and policies to improve society and the environment for the long term. Making it difficult for young people to vote is just crazy and short-sighted.

Greta Thunberg and the Power of Your Ballot

Seldom if not almost never does a sixteen year old student grab the attention of a significant part of the world. But in her recent call to action on climate change, Greta Thunberg from Sweden certainly did. Her video went viral and set off a great deal of positive response. Just as the Parkland students did on gun violence, we adults are reminded that this younger generation just might be the folks who force the changes necessary in so many areas of real concern.

I want to feel good about these steps, and am very complimentary of these young leaders for stepping up and trying to lead older generations to action. I wish them the very best. But I also know from years of experience that major movement on issues like guns and climate change requires more than gaining publicity and attention. Their actions and leadership must result in younger generations becoming more heavily involved in the political process.

Every opportunity I have with students, I push voter registration and actually voting. I don’t give lessons on how to register or how to vote, but I make the point that it is at the ballot box where these students can have the most power. I try to get them to understand that if young people want to have their agenda get the attention of candidates and elected officials, they need to start deciding the results of elections rather than leaving that up to older generations. I know from experience how quickly politicians will change if their election or reelection is at risk.

At the Staley School of Leadership Studies, we put a great deal of emphasis on civic engagement. We want our students to appreciate that in these times we need citizens who will step up and help their government by truly understanding issues and building support for positive change. Often at the local level, whether it be a school board or a city/county commission issue, if elected officials know there are citizens who understand and will support change, action becomes politically easier.

While many of our problems like climate change require action at the state, national, and international level, quality leadership at the local level is a good start. What is lacking at this point at the national level is the leadership for change by turning growing interest and collective knowledge into real action. We must have elected leaders committed to helping lead successfully on the issue of climate change. In practical terms this means much will ride on our Presidential election. However, it all starts with engagement and good leadership at the local level. We just held local elections here in Kansas, where there was an uptick in attention and turnout to local races. But this momentum must continue to grow for local elections and as we move into 2020.

The Trump-Brownback Approach to Civil Service

Career public servants have long been the backbone of state, local, and federal government. For eighteen years (eight as Governor and ten as Archivist of the United States), I had the pleasure of working with some of the brightest public servants one could find. They were dedicated to fulfilling the purpose of the agency’s existence and to the government in general.

Civil servants are the doers of the People's business. Governor Brownback then and President Trump now have both led to disregarding, making counterproductive changes, and politicizing the civil service system. Not only has this brought very negative results immediately, but even more serious damage is happening as time goes on. Here are several examples:

Governor Brownback changed Kansas law so that if a civil service position was vacated for whatever reason, the replacement could be a direct political appointment. This law was used to reclassify many state employees away from career civil service positions with employment rights, to essentially politically-appointed positions who could be fired at any time for any reason. Combined with this action is the fact that during the Brownback years, Kansas had the highest exit rate of millennials leaving the state with one exception. Now Governor Kelly is dealing with a workforce where many of the Brownback hires are not the type of public servants needed. Attracting new and bright talent to work in that environment will take time and not be easy. In the meantime, government efficiency and effectiveness has and will continue to suffer.

Under the Brownback Administration, the Kansas Department of Agriculture (KDA) was moved from Topeka to Manhattan. Something K-State and Manhattan liked, but makes very little sense in terms of good government. KDA works closely with several other agencies on a regular basis in Topeka, making it now more difficult to coordinate and work together to better serve the public’s interests. The likely motivation for relocation was to shift from civil service jobs to political appointees. Moving over time can lead to significant turnover, allowing positions in the agency to be replaced by whomever the administration wants. This does not mean that everyone hired isn’t very qualified, but it opens the gate for strictly political hires to be made.

Recently, President Trump, with 30 days notice, ordered the U.S. Department of Agriculture to move from the Washington D.C. area to Kansas City with many employees declining to relocate. There have been delays to this plan, I suspect because the administration has started to hit roadblocks in the process of making such a massive change so quickly. Now another agency, most of the Bureau of Land Management within the Interior Department, has been forced to move to Colorado. While the results of these moves will be similar to Kansas, I suspect in these federal cases the strategy is more a hasty move to cut government without regard to what is lost. Plus, it is the opportunity to employ some very likely lesser qualified personnel or sycophants who are willing to validate the President’s policy decisions on issues like climate change and others. Our government should employ real scientists, and it should treat them with the respect they deserve and give them the space to follow the science and the facts wherever they lead in order to serve our interests as a state and country.

President Trump has been totally irresponsible in the way he has staffed up his administration. Vacancies and totally unqualified folks dominate the Trump administration. Turnover is the worst in my memory. Without a doubt this is the worst Presidential cabinet in history. They come and go so fast that keeping track of who is on the Cabinet is almost impossible. He has made some very good appointments, but they either get fired or worn out dealing with the chaos. The quality workforce has been hollowed out in many agencies, and this causes problems for the level of service and (in the case of the Department of State, Defense, and others) our national security. It will be a long path back to the return of a highly qualified federal civil service.

To anyone who says what’s the big deal: I guess whether government does it’s job well, serves the people with efficiency, and carries out their agency’s mission with purpose, makes no difference to you. I am confident that those who read my blog do not fit that mold. But I do suspect you need to be pushed a little to openly defend the value of a quality civil service system. Would anyone want private sector business to operate ineffectively? High turnover, incompetence, and much higher overhead, is not the direction for business success. Same is true with government.

Constitution Day: A Wake-Up Call

How do you celebrate Constitution Day? I suspect that not only do you not celebrate, but you likely are unaware that there is a day dedicated to recognizing the adoption of the U.S. Constitution on September 17th.

For ten years, I was the Archivist of the United States, and certainly one key responsibility I had was making sure the original Charters of Freedom—the Declaration of Independence, the Constitution, and the Bill of Rights—were protected, preserved, and as accessible as possible to the public. Early in my tenure, my staff and I concluded that we were not doing enough to adequately educate the public who came through the rotunda on the values of the Charters of Freedom. We made major changes to not only enhance the visit to the Rotunda but added educational space to further promote understanding of the Charters of Freedom, the importance of public records, and their many values to our democracy.

On September 11, 2001, the initial terrorist attacks on the Trade Center quickly led to concerns about attacks on Washington D.C. and the possibility of one target being the National Archives. That potential action could destroy the original documents that undergird our whole system of democracy. Fortunately, that did not happen, but the scenario certainly brought to me a reminder of the special value of the work of the Founders. They put together a system with three equal and powerful branches of government: the executive, legislative, and judicial. For over 200 years, this system has been the bedrock of modern democracy and has become a model for nations around the world.

In late July, as part of this year's Mandela Washington Fellowship six-week Civic Leadership Institute at K-State, I had a very good visit with a young woman from Zimbabwe who ran for public office there and plans to stay involved in public life. She made it clear that folks in her country who want a democracy like ours are now looking at us with real concern and potential doubt. For her and many others, America was the model that many developing nations used to move closer to a real democracy. Her message reminded me that our current crisis may have significant impacts far beyond our borders.

Today our system of governance is being tested daily by an administration that more and more acts if they, the executive branch and particularly the President, can dictate what will be done. Between Executive Orders and other actions that ignore the will of Congress, total disregard for the value of a quality civil service system, using the Presidency for his personal and financial gain, stoking the flames of hatred and racism toward immigrants and other minority groups, and appointing Judges whose ideology is extremely far to the right, the Trump Administration is the beginning of potentially demolishing our democracy. Ignoring legislative budget decisions as if President Trump were more like a King and looking to dictators to form close friendships causes not just me but lots of folks great concern.

It is my hope that this September 17th, Constitution Day, many of you will raise these issues of concern. I hope that this year, it will not be just another day but a wake-up call for all Americans to understand just how much impact the 2020 elections will have on our future as a democracy. It can no longer be assumed that our system of government will survive if the current disregard for democratic norms and systems of checks and balances continues.

Defeating Hate Through Humanity

The border tragedy is a product of government at its worst. This is an example of where privatizing this function for private sector profits has led to unintended and tragic consequences. There are some government functions that can work when they are privatized, like security for government buildings (this is the protocol at the National Archives, for instance). But privatization does not work with any function like prisons or detention facilities. There is too much temptation for profits to override quality services that are needed to ensure people are cared for in a humane manner.

For the purpose of being balanced and fair, immigration issues at the border did not start with President Trump. There were problems in the previous administration, just not at the inhumane level we have now. And not fueled by the same hateful rhetoric and beliefs that are used to appeal to an angry, racist mob—stoking the flames of fear and division and calling into question the fundamental values of our country. What we need is a Congress that will not just investigate and have hearings, but one that will somehow pass comprehensive, bipartisan immigration reform and then properly fund the program. And, more broadly, we need decent people of all backgrounds to recognize hatred, call it out, and work to defeat it with humanity and love.

That frightens me. I have been told that if one is ever in quicksand, the secret is not to panic and to move deliberately slowly sideways to solid ground. I can, I will control my rage, dismiss the blue devils of depression, wipe the tears and look for an opening for compassionate action.

Questions that Presidential Candidates Seldom Get Asked

Debates for Democratic presidential candidates start this week, on June 26th and 27th. There will be major press coverage and follow-up interviews with many opportunities to ask key questions. What would really be helpful are some practical questions asked on just how each of these candidates intend to do the job of being President.

Today, all too often the questions asked are designed to create differences amongst the candidates on issues, and to stir the pot as best the moderators can. I would have less a problem with that if the pot was also being stirred with some questions that directly share how each candidate would accomplish their agenda. In many cases, candidate’s answers to policy positions are guided by very comprehensive polling.

The questions I have listed next are a sample of topics that get at the information we really need to make the best decision about whom to give our vote. Here is where the candidate’s candor and real experiences could genuinely inform voters on who might be best to get the job done.

What is the most significant crisis you’ve dealt with? What role did you play? What was a key lesson you learned?
In your executive experience, what one mistake have you made that has been most beneficial as a learning lesson?
What is your approach to putting a team together? Beyond talent, what are you most looking for as you assemble that team?
What is the toughest decision you’ve had to make? What helped you most in making that decision? What did you learn?
What leadership experience are you most proud of and why, particularly as it might relate to the challenges ahead for our next President?

Perhaps more than ever, we are seeing the impact of poor leadership and management at the federal level in the current administration. In many ways, it has become a case study for how not to build and conduct a large organization or administration. From ethics concerns to mistrust and tense relationships with career civil servants, the next President will have their work cut out for them in terms of cleaning up, restoring trust, and truly “draining the swamp” in Washington, D.C. And I believe the gravity of that task should factor into how we evaluate and weigh the candidates for our country’s highest office.

I share with you the following article from my good friend Dan Glickman to further enforce these points. “Ideas are great,” he writes, “but...nothing can be accomplished without management expertise, knowledge of how the different federal government branches interact, and the ability to put together a high performance team of professionals that can actually get things done.”

Women Running for Office Will Save Our Country

Hillary Clinton may have lost in her 2016 effort to be President (Electoral College only, she won the popular vote big-time) but for sure her success played a key role, I believe, in inspiring so many talented women to run for Congress in 2018 and win. There are 34 new women in the House of Representatives, 33 of whom are Democrats. What stands out to me when I catch an interview with one of them is their passionate commitment to do what they told voters during the campaign they would do. Clearly, these women listened and learned from voters and they are committed to not making the aisle a barrier to getting anything done.

Now, for the first time, we have many talented Democratic women running for President of the United States. Regardless of whether a woman wins or not in 2020, their presence adds a positive dimension to the dialogue. When women lead the way on many issues of obvious interest to women, more men understand and are supportive. More women running at all levels of government also gives a different perspective as we try to address the many challenges we face as a country.

Looking ahead, this country’s best hope is with women winning more and more elections at every level. I say that because women are much more likely to scrap this viciously partisan gamesmanship that exists at almost all levels of elections, and they will work to get positive things done for the good of the people. Congresswoman Sharice Davids in our Kansas 3rd Congressional District is an excellent example. She is very bright, very passionate about changes that need to be made like in health care and not hesitant to work across the aisle to get things done.

I see similar progress in the Kansas Legislature, particularly compared to when I was in office. In recent years, bipartisan groups of women have been key to getting our state back on the road to recovery after the devastating Brownback years, and Governor Laura Kelly will now take the lead in keeping us on the right path. Now, compare that to when I was first elected to the Legislature in 1970. In my first term the Equal Rights Amendment to the United States Constitution was passed and sent to the states for potential ratification. To show you how times have changed, support for the Amendment was strong generally across the board and it was passed overwhelmingly by a male and Republican-dominated legislature. There were only two women in the House and, interestingly enough, both voted against it based primarily on their concern that we would all be using the same bathroom.

Then, following my re-election in 1976 and becoming Speaker for the '77-78 term, I was in the position of appointing all the committee chairs. By then, we had added several women to the Democratic Caucus and it was my pleasure to appoint the first ever women chairs of committees in the Kansas Legislature. They were Ruth Wilkin from Topeka and Ruth Lazzati from Wichita.

For the record, there are very good men in public office as well. It is just that there are too many men who are there to hold the seat, enjoy whatever perks exist, and follow whatever the special interests who got them elected want them to do. Good women are making a real difference at both the state and national level. It just might be realistic now to hope that with this progress continuing, we will soon reach a tipping point and sanity in politics will once again become common at both the national and state levels.

2019 Kansas Local Elections: Filing Deadline (June 3rd)

As most of you know, I’ve been around for a while. I’ve had a chance to not just observe but occasionally have played a role in helping communities. From that experience, I can assure you there is a direct relationship between who is elected locally and where that community is headed. Lynn and I have lived in Manhattan now for 14 years, and there is no question that the quality of life and the high standards of public services, including schools, started with quality locally elected officials.

Counties all across Kansas will hold elections for local offices on November 5th, 2019. The filing deadline to be on the ballot in this November's election for local school board and city commission seats is June 3rd (at noon). By that date, potential candidates will have had to make a decision. And, because this will be only the second time we have voted for local elections in the fall of odd-numbered years, I suspect that deadline approaching in six weeks is not getting the attention it deserves.

Who local communities elect makes a huge difference for their future. Because of this importance, I urge civic-minded citizens to be looking for, encouraging, and ultimately finding quality candidates to run. This includes considering running for office themselves. In many ways, the future all starts locally and is dependent on quality candidates who are creative, can make good decisions, and have the skills to manage resources efficiently and serve not just the short-run but the future as well.

Why, more specifically, does who we elect locally mean so much? One important example would be the dollars from the state and federal government that flow to local communities, which are implemented at the local level and certainly impacted by locally elected officials. For instance, state school financial support is invested locally, but turning that investment into positive results is almost exclusively tied to local leadership. That leadership starts with the publicly-elected school board.

The future of Kansas will depend heavily on what we do to grow our population, build our businesses, and attract folks to work and invest here, raise a family, and be a part of a growing prospering state. For that to happen, we need to elect city commissioners and school board members that understand the importance of their role. I know the state will be doing their part to help grow, but they are going to need communities that have their act together and leaders who can carry that vision forward. And do not forget, quality schools are a huge factor in keeping what you have and growing and prospering.

That is why I am calling on those of you who read this blog to do your part in recruiting candidates and raising awareness for the fall local elections. And a great way to help a potential candidate who may be “on the fence” about running would be to offer them your help and support right out of the gate. Each candidate will need a team of committed folks doing what they can to help get their name and message out around the community. The larger the network around the candidate, the wider the reach, and the higher the chances of success in November.

But, obviously, success starts with quality candidates having filed. It is certainly in your selfish as well as community interests to make sure this happens, and you only have six weeks to work.

Engaging with Kansas Legislators on their Break

Kansas legislators are now home and will be for the next three weeks, coming back to the Capitol on Wednesday, May 1st to wrap up the 2019 regular legislative session. This annual legislative break is a good time to communicate your frustrations, appreciation, interests, concerns, and whatever else is on your mind as the session draws to a close. Communicating well, particularly when you are not alone and have others with you in support, can have an impact. There is too much at stake on issues like Medicaid, to sit ideally by and hope that things turn out well for the state and our future.

One thing you need to remember is that most elected officials want to be re-elected. When they do not hear concerns from constituents, they understandably assume they are on the right track to re-election. But when you communicate another picture, it is possible that your influence can produce a different result, one you believe in and one that would help Kansas.

Here are some basics that, if followed, can also increase your chances for success. As important as anything is having your research done and making sure that you understand what it is you want to see happen and know the context of where the issue is at this point of the session. Medicaid expansion is an excellent example. It will take more than 21 votes in the Senate to get it out of committee and have it brought up on the floor. Do you know where your Senator stands on this issue?

One resource I would point to for learning more about the "nuts and bolts" of specific legislation in Kansas would be the State Library. They can be contacted by phone (through their toll-free legislative hot line, 1-800-432-3924, or via text message at 785-256-0733), email, or even a live chat with a librarian through their website. Reference and research librarians are available to answer questions on legislation, legislative procedure, state government, or policy issues, and your calls are confidential. It's a great way to learn more about the state of the issues that matter most to you.

Just as important as research is showing the elected official respect, even when you have very strong differences. After all, they were elected by your fellow citizens and are much more likely to listen if you respect them for performing public service. That doesn’t mean you share compliments that you really don’t believe. Almost all elected officials understand that many of their constituents differ with them and often strongly. But giving them their due, just might make a difference.

How you carry out this task can be done in a variety of ways. Direct conversation, scheduled or at a public meeting, is probably most effective. You know then that at least your message was heard. Most legislators have opportunities coming up, it will likely take a bit of research on your part to see when public meetings may be scheduled in your area or look up contact information to reach out to them directly and set one up.

But in person meetings may not always be possible, so a well-written letter, email, or leaving a voice message can be worth the effort. And it's very hard to ignore a strong personal story, supported by facts, with a direct call to action. What is usually least effective is signatures on a petition, unless the appeal has accepted credibility and numbers that simply blow one away. But often it takes a more sustained engagement over time to truly demonstrate strong support, the kind that could impact future elections.

Keep in mind that any elected official that is seldom-if-ever challenged with a differing opinion is one who not only will maintain his or her position but will likely run again and most often be re-elected. Potentially, a very valuable result of openly sharing your concerns could be to motivate yourself or a fellow citizen to seek public office. We need more citizens to run for office—more competition and a wider diversity of experience around the table can bring better ideas and results.

The Death Penalty in Kansas

As a result of the U.S. Supreme Court’s Gregg v. Georgia decision in 1976, states were permitted to reinstate the death penalty through state legislation. In 1977-78, the Kansas Legislature introduced and voted unsuccessfully to reinstate capital punishment. As a state legislator, I voted against these reinstatement bills. I was not a passionate opponent; I did not participate in the debates. I just did not feel it was right.

As a candidate for Governor, I kept my position of opposition but said if it passed that I would not veto it. I was comfortable letting the elected legislators by majority vote decide the outcome. Sworn in as Governor in January 1979, I gave little or no thought about the possibility of the death penalty coming up. But, as it turned out, the same voters that elected me also voted in enough change in the Legislature’s makeup that by late March, both Houses had passed and sent a death penalty bill for Kansas to my desk.

I had ten days to make a decision. My staff assumed I would sign the bill, so there was little discussion as there would have been on almost all other legislation passed. Thinking in depth for the first time, serious doubts about the rightness of the death penalty began to grow in me. As I share with students, there are times when ones values conflict. Yes, I had made a promise to the citizens, but now with the hard reality sinking in, my opposition became passionate and much more real. My staff warned me of the political consequences I would face, and I did not disagree. But on the tenth and final day—exactly forty years ago today—I made my decision.

Below, I share the full text of my Veto Message for legislation that would have reinstated capital punishment in Kansas. This message was submitted to the Kansas House of Representatives on April 4th, 1979, and it was the first of four times I vetoed this policy in my time as Governor (1979-1987). The death penalty was eventually passed into law on April 23rd, 1994. We have yet to see it used and often the costs of appeals, delays, and so forth have been much higher than simply "throwing away the key" when the circumstances suggest. Strong but unsuccessful efforts have been made in recent years to repeal that law, including during the current legislative session, but for now it will be up to the people to make it a priority for their legislators.

Life offers each person opportunities for decisions which are most profound and grave. For each such grave and profound decision, there is only one measure of choosing well. That measure is whether a person can respect what he or she has chosen. And for decisions which are most serious for all of us, it is not always possible to know in advance what one’s decision will be.

I believe that, in a civilized society, penalties applied by the state against those who break the law can only be justified for their rehabilitative, punitive, or deterrent value. I find that capital punishment fails all three of these standards.

I am an optimist. I believe that society can find a way to deal with violence without using violence. I am confident that the State of Kansas can protect its citizens without taking the lives of its criminals. It is for these reasons that I veto this bill.

Something Good in Every Day

“Every day may not be good, but there is something good in every day.” This message is posted right over the check-in desk at the lab where I have my blood tests on a regular basis. We do have bad days for sure. But I think, all too often, we fail to see or appreciate some part of the day that was good. When not appreciated, it is often our loss as well as missed opportunities to positively impact other folks or happenings.

My most recent personal example was election day, August 7, 2018. The winners in the Primaries have now advanced to gear up for the general election in this critical election year, but in their wake, there are many other qualified and committed Kansans who offered up their names and life experiences to their fellow citizens and asked to represent them and work on their behalf. So how could something so depressing as losing an election that you and many others had put so much time and energy into have something good to acknowledge and benefit from? From personal experience, having lost three elections, I can say that it is not easy, and it often has to come days later. For Democrats, in the crowded field for Governor and 3rd District Congress, I am sure some of that reflection is still coming.

But as I look back now, I can see several positives. For starters, many candidates who lost will live to fight and win on another day, and within that group, there is a lot of talent that will be recognized and supported. Through their leadership, they will each continue to impact their communities and our state. And there will also be many valuable lessons learned from their campaigns that, in time, will have positive impacts. That is why the good and bad needs to be found, documented, and stand ready for the right opportunity to be used.

On a personal level, looking back on the Democratic Governors race, there was much good to appreciate. I got to know Josh Svaty and Katrina Lewison (as well as their spouses) much better and appreciate their huge potential for the future. I also got to listen to these two exceptional speakers election night, not just appropriately conceding to Senator Kelly, but also communicating their support going forward. They made it clear that the fight for a better Kansas goes on and that all Democrats must do their part. I also know there are hundreds and hundreds of Kansans across the state that feel the same and will be there to help now as well as with opportunities in the future.

The realities of our current system have made it even harder for qualified citizens to step up and offer their service. But, without good people with diverse experiences running for public office (and strong supporters working hard for something they believe in), we will never achieve the outcomes the people want and need. So to all those who have sought public office or given it serious consideration: We need you, and we need your leadership at all levels of government. The path to positive change will not always be an easy one; there will be bad days. But we must find the good in every day, and use it to drive the pursuit of progress.

Mutual Respect is a Critical First Step

One of many lessons I teach students whenever the opportunity arises is the value of showing respect to anyone you seek to influence. This is particularly true in instances where you are trying to have an impact with someone who, you know in advance, vehemently disagrees with you. The reason of course is very simple. By being respectful, the conversation has potential to help get beyond your differences into learning more about your potential agreements and, ultimately, a compromise resolution to the conflict.

That is why the activism by the students of Stoneman Douglas High School in Parkland, Florida (and the millions nationwide who joined them) is so impressive. I hope you had a chance to listen to some of the speakers at the D.C. rally and take note at how respectful they were of those who obviously disagree. They aren’t turning cars over or breaking laws to make their point. They are focused on the right way to truly have an impact and, so far, have put many of their adult counterparts to shame when it comes to engaging civilly without personal attacks or distractions. They are taking their case to the American people and pushing any and all who agree to make their message heard in policy-making and on election day. I hope to see their approach and their tone continue as they work to engage elected officials through town hall events and other advocacy efforts. This will have lasting implications, not only for the gun policy discussion but also for the future engagement of a generation that’s beginning to find its voice and take a more active role in shaping the world around it.

That is also why I took notice of a piece written by David Brooks of the New York Times, entitled “Trust and respect first, then compromise on gun control,” published in a recent edition of the Manhattan Mercury. I have long liked Mr. Brooks, a sound, but sane conservative from the old school, someone who is always respectful of others. In this article, he shared about a process for bringing together a mixture of far right conservatives and clear liberals, with the goal of building respect among each other. Only after that is achieved can you have any chance of working out your differences and coming to some compromise that serves the greater good.

Clearly Washington D.C. could use some help, and this seems to flow down into other levels of government and into our international relations as well. You might have noticed in representing the United States at the winter Olympics, Vice President Pence chose to totally snub the sister of the President of North Korea. Now that might at first blush seem very logical. But when you think about their growing capacity to do us serious harm, maybe a step or two of respect might have been a good investment for future successful diplomacy. But enough from me. I really want you to take time to read the Brooks article. It is most timely on a variety of fronts and if applied could make a difference in resolving, or at least taking mini steps, on some of our major challenges where there are polar differences and little or no respect for each other.

Fortunately, the task of reviving civility has received more attention in recent years (with different organizations and resources coming together), and perhaps it can gain more traction as we continue the task of strengthening our democracy for the 21st century. Each of our daily exchanges will help write the story. But the true test will be our ability to come together and solve problems—both big and small—today and into the future.

Robert F. Kennedy’s Stop in Kansas: 50th Anniversary

It turned out to be the year I took the plunge into elective politics, but on March 18th, 1968, I had no plan to run for any office beyond Smolan Township Democratic Committeeman. I remember going alone to the event and worrying on the drive there that the attendance may not be that great. After all, Kansas was not a hotbed of much left-of-center thinking and certainly not at K-State. I was puzzled at Kennedy’s decision to make Kansas a very early stop in his effort to win the Democratic nomination for President. He had only very recently shared this plan following President Johnson’s announcement that he would not seek another four year term. On reflection, it also puzzles me why Kennedy was invited to give a Landon Lecture. I can’t picture a similar event today, and certainly, in more recent times, the well-known and respected Landon Lecture Series does not invite active candidates from either party. Despite all of this, Kennedy's site selection made it clear that he planned to reach out and energize a new generation of voters and also that he was determined to compete and at least make his case in all areas of the country.

It was a pretty typical March day as I remember and certainly no bad weather to complicate things. Going to the Ahearn Fieldhouse was not new for me. I had been to most of the basketball games played there up to that time, having attended with my parents since it opened in the 1950-51 season. On that day, much to my surprise, Ahearn was jam packed, and he had the crowd with him from the very beginning of the speech. His message focused primarily on the Vietnam War and his differences with the Johnson Administration’s actions there. He admitted that, along with his brother, he had played a role in the very early actions in Vietnam. In a display of great character, he accepted responsibility for the past but also made it clear that he wanted the United States to find an appropriate exit in the future. By the time he ended, his audience would have followed him wherever he wanted to take them. It was truly amazing. After Ahearn, Kennedy went later that day to Allen Fieldhouse in Lawrence and experienced similar results, after of course sharing regards from Manhattan to the crowd at KU.

I remember talking with Dr. Jerry Marion, my dairy judging team coach, as I was leaving and how his reaction was so similar to mine. It isn’t that often that one speech can have that much impact. For me, there was only one other that could compare. At the 1976 Democratic National Convention, Congresswoman Barbara Jordan from Texas had the crowd spellbound with her powerful voice, a cadence that worked, and a message that was incredibly well-received.

Shortly after his appearance in Kansas, Kennedy was campaigning in an African American neighborhood in Indianapolis, Indiana the night Dr. Martin Luther King Jr.—who made a visit to K-State earlier that year—was assassinated. Kennedy's capacity to communicate was again tested as he had the role of sharing with the crowd the news and was able to do it in a way that did not set off similar violence to what occurred elsewhere during that difficult time.

Then, on June 5th—after winning the California Primary—Robert Kennedy was assassinated. I did not stay up to hear the final results in California but woke to the tragic news at 5:00am, as I prepared to go milk. If Bobby had lived, I believe there would have been no Watergate nor President Nixon. Bobby was very different than his older brother, President Kennedy. Bobby had deep-bedded, strong beliefs and he was passionate about getting things done. Though his presidency never came to fruition, his impact and enduring legacy remains in all those who were inspired by his message and his work. And this includes myself, as a result of one unforgettable day 50 years ago.

Karl Weissenbach: A Great Public Servant

Karl Weissenbach, former Director of the Eisenhower Presidential Library, leading a tour of the facility, which holds some 26 million pages of records.

In the passing of Karl Weissenbach, Lynn and I lost a good friend and a wonderful former colleague, and our country lost a great public servant. For ten years, Karl was the Director of the Eisenhower Presidential Library, retiring last year. While at the Library, he brought many new initiatives that opened the records to a much larger audience and raised the visibility and learning around President Dwight D. Eisenhower’s life and service.

When I was at the National Archives, he ran the Nixon Project, managing the staff that spent years dealing with the Nixon Tapes and other records. Between the historians, access advocates, lawyers, and the Nixon family, this was very challenging work. Karl was careful, dedicated, and maintained a steadfast commitment to serving the American people. I salute him as an outstanding public servant, at a time when in both Topeka and Washington D.C. public service is disrespected by many, in favor of political friends and financial supporters.

Karl is seated behind me in this photo, which took place during an event at the Eisenhower Library just before his retirement. Senator Bob Dole was honored at the event, where I had a great time catching up with Karl and even got to ask my question and give my regards to Senator Dole.

Karl is an excellent example of why career public servants are so valuable. Because he made public service his career, he fine-tuned his skills to more effectively manage and lead workers to serve the Eisenhower Library's mission. When career service is under-appreciated, the system never develops the expertise or the continuity that is so important for wisely serving the public interest. In Kansas, for example, Governor Brownback led the change where now, when a state public employee leaves or retires, the administration can appoint any political friend they want and, in the process, takes that position away from the civil service. And, at the federal level, there have already been plenty of examples of the Trump administration either subverting or showing blatant disrespect for the experts who carry out the people’s business within the various departments. In no way can this action be called good government.

All who knew Karl mourn his passing and share with his wife Jessica and family our condolences. And here’s to a future where more individuals can bring the same level of respect, expertise, and commitment to their careers in public service.

Reflecting on Governor Brownback's Six Plus Years

With the date set for Governor Brownback’s confirmation hearing (October 4th), we in Kansas have the opportunity to look back on his six plus years as Governor. Below are my reflections on the lasting impacts of his time in office and some thoughts on where we, as a state, go from here.

What we got from Governor Brownback was not quite what we expected. Much changed between the time he was Secretary of Agriculture and Governor. He went from being quite likable and non-controversial to being a very polarizing figure. His leadership approach was certainly not built on bringing people of different persuasions together. Not only did he change religions but, philosophically, he went from reasonably moderate to extreme right.

His policy mistakes were many but none more puzzling than his systematic destruction of the Kansas Bioscience Authority (KBA). What was at one time the darling of legislators across the board (created with bipartisan support in 2004) was now being trashed. Truth was not important and philosophical positions were often quite bizarre. None was more puzzling than his stance against picking winners and losers. He disliked that the KBA worked hard to make the wisest investments for the best interest of Kansas. He preferred that we invest the money without considering the likelihood of success. I think the Bible talks about putting the seeds where they can grow and not on the rocks.

His lack of support for all levels of public education is another example of his move to the far right, which favors private education. This dramatic change of position was totally new for Kansas. Proud of our public school system, most Kansans took for granted that the support from most public officials would be strong. With big money from private donors and other public school opponents, a push to support private education took place—more often and in new, different ways. This includes an assault on our judicial system to change the way we select judges in Kansas, in order to push the policies that these monied interest groups favored.

In his run for re-election, he loved to promise of his support for very much needed highway improvements. He was comfortable endorsing specific projects but never sharing on how they might be funded. Given he robbed extensively from the highway fund to avoid Kansas going broke, maybe that is understandable. Historically, highway maintenance and improvements had strong support from both sides of the isle, but not under this Governor.

As puzzling as anything was his adamant opposition to Medicaid expansion. Kansans were paying for it but not getting it. Despite many Republican Governors accepting the dollars and significant support from Kansas citizens, he stood his ground. The result was pain inflicted on large numbers of Kansans as well as the financial viability of many, particularly rural, community hospitals and nursing homes.

But maybe the most damaging mistake over time will be his lack of support for, and his meat ax approach to, the civil service system and public service in general. I say that because it may take a generation or more to restore the quality state workforce we once had. With the Governor's recommendation and the Legislature’s support, now when a civil service employee leaves the system the position automatically becomes political, bringing back in essence the spoils system that most of us thought was a thing of the past.

The story of the past six years will be about a Governor who sowed the seeds of political division in Kansas. From his all-out attacks on members of his own party, to his blatant disregard for opposing views of any kind, Governor Brownback leveraged a big money machine to turn our state into a petri dish for far-right policy and an extremist approach to governing. This is a far cry from the Kansas that many of us have known and loved.

What will happen to our state as a result of the Brownback years remains to be seen, and it will largely be up to us to decide. Kansans of all political stripes have certainly been activated. And, so far, there are signs that we may learn our lessons from these divisive and damaging years for our state and begin to put Kansas back on the right track by bringing people together around the solutions to our largely self-created challenges. The path forward will not be easy, and there is certainly a lot of work to do. But perhaps the next chapter can be the most exciting and impressive one yet: a state turning the page on division and building a model for how to come together, engage, and overcome the disastrous results left behind by these difficult years for Kansas.

Charlottesville and the Response From Higher Education

It is hard to find the appropriate words to express one's reaction to the events in Charlottesville, Virginia this past weekend. White supremacy and Nazism have no place in our country, and I am shocked and disgusted at the thought that any President of the United States would fail to denounce them and make it clear that those are not the values of our country.

One area that I will be paying close attention to, especially as we approach a new school year, is the reaction on our college campuses, which will be directly impacted by the situation in Charlottesville and at the University of Virginia. I have come across a few messages that cover well what I would want to say. And, as I’ve done before on my blog, if someone else has said it better, there is no need to reinvent the wheel.

So I have shared a few excerpts and links to the full messages below:

One message is from our former K-State President, Kirk Schulz, now at Washington State University:
“As a higher education leader, there is no way to reconcile the work that we do with violence and hate…The senior leadership team at Washington State University is united—we strongly denounce racism and Nazism of any kind and condemn the violence that occurred in Charlottesville, Virginia. Hate has no place at WSU…
…We also believe in the mission and purpose of higher education. As vile and offensive as we find certain speech and individuals who hold those beliefs, we are committed to wrestling with, challenging, and combating racism and anti-Semitism to become the community WSU must be. It is not just about our campuses—it is about our nation’s future…WSU is a microcosm of what is happening throughout our nation. Our work begins at home…”

Another message is from the new Chancellor of the University of Kansas, Douglas A. Girod:
“…Like many of you, we were horrified at the sight of white supremacists with racist and hate-filled messages marching on a university campus...As faculty, staff, and students return to Mount Oread this week, we will apply ourselves to discussing how we can continue to confront hatred and bigotry, both through our scholarship and efforts outside the classroom. More broadly, we will commit ourselves to our ongoing work to address diversity and inclusion on our campuses, and to ensure that all Jayhawks feel valued and welcome here.
The University of Kansas is a marketplace of ideas. We will–and should–have difficult conversations and disagreements with each other on complicated topics. But racism, intolerance, and hatred–and violence borne of those views–are never acceptable at KU and, in fact, are antithetical to our values as a university. We pledge to work with all of you to ensure we live up to those values and do our part to condemn and confront prejudice and hate wherever they exist.”

The final one comes from the President of the Association of Public and Land-grant Universities, Peter McPherson:
“…Precisely because public universities are and always must remain committed to free speech, hate groups have aimed to turn campuses into flashpoints. What’s more, public universities have a large number of students who may well protest hate speech. Hate groups know their demonstrations, including violent ones, can and do spark a spectacle and ultimately draw attention to their hateful views.
Still, we must denounce their hateful rhetoric. The First Amendment is not just a right. It’s also a responsibility. We must speak out against evil, hateful beliefs through free speech of our own that advances the shared American value of equality. The struggle against hate will only be won through education and public understanding.”

Each of these messages make it clear that Higher Ed leaders are stepping up to the challenges we face. And, as a Wildcat, I know that our leadership and the entire Wildcat Nation join in these concerns so passionately expressed. And, as students of all ages return to school in Kansas and across the country, it is important that they enter in a welcoming environment that is focused on their success. They are the future, and it is critical that they learn from these challenging times, live out our country’s values, and continue working toward the ideals of our founding.
